The government itself is creating them, with pamphlets like this one, in Ireland, saying children under age 12 cannot figure out how far away a car is, or how fast it is going, so an adult should always cross with them. The state Idaho tried to pass a law to prevent childhood marriages. The law didn’t pass. It’s ironic how governments try to pass a law regarding kids to cross the street. An interesting thought: A 13 year old can get married with a parents permission, but an 11 year old cannot cross the street by themselves even with parental permission.
