      Any child by age 5 has some ability to manage a quiet-ish neighborhood–Maybe not a 4-lane highway. An 8 year old can manage a 4-lane highway, generally.

      Thank you for providing clarity that the judge found the mom not at fault. Without your due diligence I would have fallen into the trap of concluding the judge sided with the insurance company. It would have been helpful if the original post clarified this.
